Russia slaps duty on steel from China

Russia slaps duty on steel from China.

After the US, Russia has imposed anti-dumping duty on some flat rolled steel from China, impacting the steel market in a big way.
The US had imposed anti-dumping duty on certain steel pipes from China, which was countered by the Chinese firms and a review was ordered. However, now Russia has also imposed similar type duty on some flat-rolled steel from Brazil, China, Korea and South Africa. The duties will apply to flat-rolled steel containing at least 2.5 percent nickel.

The duty will be set at 39.1 percent for Chinese producers excluding Shanxi Taigang Stainless Steel, at 62.8 percent for Korean firms excluding Posco, at 21.1 percent for Brazil, and 33.3 percent for South Africa.

The duty for Shanxi Taigang Stainless Steel and Posco will be set at 29.9 and 4.8 percent, respectively.

Mechel is the main Russian producer of the type of products affected, which are used in the engineering industries.

The US Department of Commerce (DOC) said it has rescinded its administrative review of the countervailing duty (CVD) order against circular welded carbon quality welded pipe (standard pipe) from China. The US industry - which had requested this review - withdrew its request. The review originally covered 14 Chinese producers and exporters of standard pipe. The US industry also requested an administrative review of the antidumping (AD) order against standard pipe from China and that review is continuing.
