Agreement signed for Piombino steel hub: Metinvest, Danieli, and institutions together for €2.5B

On July 10 in Rome, during the Conference on Ukraine Reconstruction, the Program Agreement for the redevelopment of the Piombino steel hub was officially signed — a decisive milestone for both the Italian and European steel industries.

Around the same table sat Metinvest Adria (the joint venture between Metinvest and Danieli), the Ministry of Enterprises and Made in Italy (MIMIT), the Ministry of Infrastructure and Transport (MIT), the Ministry of the Environment and Energy Security (MASE), the Ministry of Labor and Social Policies, the Tuscany Region, the Municipality of Piombino, and local institutions.

A €2.5 billion investment for a new green steel plant

The project calls for the construction of a next-generation steel plant with a total investment of approximately €2.5 billion, of which €1.5 billion dedicated to Danieli’s technological supply.

In line with the initiative, a Development Agreement was signed with MIMIT to enable public support measures crucial for implementing the industrial plan.

Metinvest Adria has also finalized a labor agreement with trade unions defining the employment framework; the project will create about 1,100 stable jobs, including both direct and indirect positions.

Statements following the signing

Minister Adolfo Urso stated: “With this Program Agreement, we are launching a strategic project that revitalizes the production site, turning it into a cutting-edge hub with green technologies, environmental sustainability, and new employment opportunities.”

Yuriy Ryzhenkov, CEO of Metinvest Group, underlined: “The Piombino hub will become a benchmark for the Italian steel industry and a pillar for Ukraine’s recovery.”

“We are now on the final stretch towards the concrete start of activities,” added Luca Villa, CEO of Metinvest Adria.

From a technological perspective, Giacomo Mareschi Danieli, CEO of Danieli Group, confirmed: “Danieli will provide its most advanced technologies to build a sustainable, energy-efficient plant aligned with the green industry transition.”

Bridging industry and geopolitics

Yaroslav Melnyk, Ambassador of Ukraine to Italy, described the project as a tangible example of European solidarity and vision: “This initiative not only strengthens Ukraine’s economic resilience but also consolidates strategic ties between our two countries.”
